WHEREAS the San Diego County Democratic Party has a history of taking a leadership role on animal protection issues, for instance passing a resolution in 2017 against puppy mills leading to state legislation, passing a resolution against sale of animal fur in 2018 also leading to state legislation, and supporting a pet store ordinance in National City which the Democrats on the city council passed and voters enacted in a 2020 referendum;
WHEREAS numerous U.S. cities ban various forms of animal cruelty for entertainment at rodeos, including Poway, Pasadena, Irvine, and Napa County in California; Fort Wayne, Indiana; St. Petersburg, Florida; Pittsburgh, Pennsylvania; Southampton, New York; and others, and in February 2021, Los Angeles City Councilmember Bob Blumenfield made a motion to prepare an ordinance against the use of animal torture devices at rodeos, including electric prods, shocking devices, flank or bucking straps, wire tiedowns, sharpened or fixed spurs, and rowels, which the Los Angeles City Council passed unanimously;
WHEREAS there are rodeo events in the County of San Diego that utilize such torture devices to cause aggressive behavior in defenseless animals solely for human entertainment, causing significant needless suffering and painful injuries to the animal, and it is time for the County to take action on this issue;
THEREFORE BE IT RESOLVED that the San Diego County Democratic Party supports a county ban on animal torture devices at rodeos similar to the ordinance Los Angeles is in the process of enacting.
